ITALIAN DEMANDS REFUSED

China has refused the Italian demands in regard to Say urn Bay. It is expected that Italy will occupy the points desired without opposition. China has replied to Russia that the arrangement for the Nichwang loan does not conflict with the assurances of M. Pavloff, Russian Minister at Pekin, reeeived in August last.
