A Reuter's telegram from St. Petersburg states that Russia has occupied Kincbau, a town of Manchuria, on the shores of the Gulf of Liaotong. St. Petersburg, Dec. 28.

Russia has begun the construction of railways from Merv, in the Trans Caspian territory, toKushk, a distance of about 200 miles.
