Speaking at Edinburgh, the Marquis of Lansdowne, Secretary ior War, said it was proposed to organise the infantry into groups of four, and a portion of the reservists would rejoin the colours in the event of their being required. Increased inducement would be held out to men to join young for some three years' service, with the option of becoming members of the reserve, or joining the regular army.
