RUSSIA AND TURKEY.
A FURTHER NOTG OF WARNING. f Per Press Association. —Copyright.) Constantinople, Nov. 15 Russia has warned Turkey that the adoption of plans by General A. H. Briafont, the famous Belgian military engineer, for the arming of the Bosphorous, will be regarded as a hostile movement. The object of the Russian warning is said to be to keep Turkey weak. St. Petersburg, Nov. 16. Russia will expend 24,000,000 roubles in building new warships, the grant already sanctioned being doubled.
