SPAIN TO MAINTAIN HER PRESENT POLICY. (/'.-r Press Association. —' '•i-yriyht.) Madrid, Oct. 23. The Spanish Cabinet has despatched a note to the United States Government upholding the sovereignty of Spain in Cuba, and deuying the right of the States to intervene as to the manner in which that sovereignty be exercised.
