Terrible, a first-class protected cruiser, accompanied by two fast second-class cruisers of the Talbot type, proceed on a year's cruise, visiting the principal colonies. Sept. *2l. Lord Wolseley was presented with the freedom of the City of Glasgow. In the course of the speech accepting the honor he said that the army was overstrained and out of gear, and was unable to effectively meet the demands made upon it. He urged the nation to insist upon the augmentation of the strength of the array, by which alone could it be rendered thoroughly efficient. Sydney. This day.
