The receipts from the Dingley tariff are proving most disappointing, despite rigorous measures taken to ensure collection. The Commercial Bulletin newspaper predicts a deficit of 100,000,000 dollars under the new tariff. New York, August 18. An American torpedo flotilla has sailed for the Gulf of Mexico. It is suspected to be in readiness for the development of events in Cuba in the spring. Colombo, August 18. In the fire which occurred aboard the Oroya on the Bth inst. a portion of her cargo was damaged, bat the steamer is uninjured. She has left Colombo on ber voyage toAusfcralia.J
