Whereas, ihf rinderpest ha-} caused terrible devastation among the cattle of this Republic, and land and people are suffering from the conSequence of rlie drought and the locust plague, which destroyed the former harvest, and now. in consequence to one and the other, famine threatens of <iri=e on solist place from and oil the border where the rinderpest rages. Whereas, under these critical circumstances, jrro;st need exists among the p. ople to humiliate themselves before the Universal Father and in sincere confession of our guilt to pray and to entreat Him to mercifully withdraw from us the heavy chastising hand which lie has laid upon us.'
