THE REICHSTAG CONSIDERING NEW RULES. Beklin, NOV. 18. In the Reichstag Prince Hohenlohe said that in accordance with the command of the Emperor six officers were considering new rules rendering verdicts of Courts of Honor requiring the fighting of duels impossible. This change, he said, was expected to have a wholesome influence outside military circles, lie declined to discuss the question of the Royal prerogative. The Minister of War defended Lieut. Bruseurtz, who killed an engineer in a cafe at Carlsruhe, and said the officer acted in self defence.
