MINISTERIAL PROPOSALS.
MR BALFOUR RECITES THE PROGRAMME. London, Nov. 17. Mr Balfour, speaking at Rochdale, said the Government programme occupied a whole field of moderate and rational reform. Unless their opponents formulated a definite policy for their destruction the Government would be unable to ask for support, and would not risk combining subjects in order to obtain support. Aid to voluntary schools would form the subject of a separate Bill. In the present condition of public opinion it would be madness to insist on proposals which would alienate a large body which found them impossible of acceptance.
