EUROPEAN AND FOREIGN. London, Nov. 7. Mr John Morley speaking at Glasgow, admitted that the activity of secret societies in Ireland was increasing and that discontent would increase until the country was granted autonomy. Unless, he said, that (treat induces the Powers to compel a cessation oi the Armenian outrages she would have to drink the bitterest cup of humiliation. Messrs Shand and Mason's tire engine factory at Blackfriars was burned, the premises being completely gutted. It is reported that the cab-owners propose to lock out men carrying union flags. The Union has appealed to the Duke of Grafton, and a conference is pending. Nov. 9. The Times* says that France and Russia are building fifteen battleships against Great Britain's twelve. It considers this an alarming state of things, and urges the Fir. t Lord of the Admiralty to place England s naval supremacy beyond dispute. The Viceroy of India telegraphs that the prospects of a famine are more reassuring. Rome, Nov. 8. A Sicilian named Conzoneri, who was sentenced for murder, has been proved to be innocent after serving ; fifteen years in the galleys and liberated. Berlin, Nov. 8. A German expedition in New Guinea discovered a navigable river near Bismarck running through populated plains for 200 miles. Shanghai Nov. 9. The real cause of the punishment of Li Hung Chang is said to be the proposing that the European ceremony be adopted in saluting the Emperor.
