London, Nov. (>. The British Government has submitted to the Powers projmsals for reforms in Turkey. Puns, Nov. 8. M. Anton's appeal against his sentence has led to the appeal being dismissed and the sentence being increase'! from six to eight years with solitary confinement for embezzling the funds of a Dynamite Company of Paris. It is reported in Paris that the Turkish Ambassador has informed M. Hanotaux, Minister for Foreign Affairs, that the Sultan has decided to release all prisoners who are not charged with an offence ; to convene the Armenian Assembly to elect a Patriarch ; dismiss the GovernorGeneral of Diadbeker ; and render assistance to the distressed districts. Nov. 9. Paris newspapers state that it has been reserved for France and Russia to bring the Sultan to reason. CoNSTANTIM'PI.E, Nov. 9. The Sultan has reduced salaries lo per cent.
