MR SAUNDERS BEFORE HIS CONSTITUENTS.

Christchurch, This day. Mr Alfred Saunders, candidate for Sehvyn, addressed a meeting of electors at Kirwee last evening. He strongly condemned the of the non-borrowing, self-reliant policy of the late Mr Ballauce, and showed that the average annual borrowing of the Seddon Government had been £1,375,000. There was £BOO,OOO of borrowed money in hand when they came into office, and they had increased the colony's debt by £1,594,000 a year, against £757,000 a year by the Atkinson Government and £IOO,OOO a year by the Ballance Government. He regretted that there was not a strong economist in the House, and said that with economic administration public works could be carried on without borrowing. lie characterised the session of '96 as the most useless and most expensive ever known. The reason was that thirty members were pledged to Mr Seddon and this was not beneficial to legislation. He defended Mr G. Hutchison in the position taken up in the Banking Enquiry and explained that he had not supported the Opposition as he did not lcok upon them as economists. A vote of thanks and confidence was accorded.
