The galleries in the Legislative Council yesterday afternoon when the Licensing Bill was under discussion were fuller than usual; in fact, they reminded one of the scene that took place when the female suffrage was granted, though there were not quite
so many members of the Lower Ho" 0 in attendance. In another respe-.l there was also a similarity. On that occasion Kir Patrick Buckley had charge of the Bill, the principles of which he disagreed with, and yesterday the Hon W.' C. Walker, Mi nister of Education, had to takenp the measure which he luu] opposed last .session, and, as thi' Hon Mr Bo\ven p<;f it afterward-, he .simply show, d his embar-VAs.-ment in proposing the second reading. The Hon Mr Bowen, as is usual with him, made the speech of the debate, and only one speaker cared to follow him. The result of the division was 18 noes to 10 ayes. This caused some surprise, as it was thought that the majority against the second reading would have been smaller, but the reason undoubtedly v>as that the Council felt that after holding out for two conferences last session, when it gave way on nearly all its amendments on purpose to exclude the clauses dealing with national option and the control of clubs, it would have been stultifying itself had it, without a mandate from the people, gone back on the position then taken "P; The following was the division list in the Council 011 the second reading of the Alcoholic Liquors Sale Control Bill: Ayes : 10—lions. Baillie, Barnicoat, Smith, Kelly, -Tones, Jeukinson, Jennings, Bolt, Montgomery, W. C. Walker. Noes : 18 Hons. Reynolds, L. Walker, Stewart, Aeland, Shrimski Kerr, Rigg, Tairoa, Beeves, Feldwick, Kenny, Morris, Bonar, Bowen, Johnston, Grace Mac Lean. and Peacock.
