It is stated that America is favorable to compulsion if the Monroe doctrine does not prevent interference in foreign affairs.
There is a remarkable outburst in the Austrian and Russian newspapers against England. They profess amazement at the official statement that Lord Salisbury is continuing to act with the Powers.
The Novoe Vremya says the Triple Alliance is acting with Russia and France because the two latter will oppose England becoming mistress of the Christian East.
Lo&L Salisbury contends that the only hope of Armenian reform lies in Europe sharing the indignation of England. France and Germany are increasing their squadrons in the Levant. It is rumored that Armenian prisoners are being treated with great cruelty, and that numbers are dying.
