EUROPEAN AND FOREIGN. St. Peterburgh Sept. 14. The trans-Siberian railway is being pushed on with great rapidity, and some 70,000 men are now engaged on its construction. Ottawa, Sept. 14. Li Hung Chang received a great ovation from the Chinese residents on his arrival at Vancouver.
