THE TRANSVAAL DIFFICULTY
RUMORS OF INDEPENDENCE DENIED. Loxdox, August 18. The Times' special reporter at Pretoria telegraphs that, notwithstanding official denials, many burghers assert that the Transvaal Government will shortly proclaim their independence of England. He declares that the importation of arms and amunitions of war is sufficient for the Transvaal and for a hundred thousand of their kinsmen in the Orange Free State and Cape Colony. He adds that rinderpest has delayed the project. The report that a treaty has been concluded with the European Powers without consulting Great Britain, has caused considerable excitement in England and the Transvaal. President Ivruger, however, states that he will respect the convention with Great Britain. The Times in discussing the subject says that if challenged Great- Britain will settle the question once and for ever.
