EUROPEAN AND FOREIGN. London, August 17. The fleet at Malta will be reinforced by four torpedo destroyers, and two -will be sent to the China station. August 18. The death is announced of John Cook, a Bendigo pioneer. Sir W. Armstrong and Co. will establish works in Japart, where it has been dec'ded to remodel the navy. Sir Edmund Monson, British Ambassador at Vienna, will succeed the Marquis of Dufferin (who retires from the diplomatic service) in Paris. Sir Horace Rumbold, British Minister at the Hague (Netherlands) succeeds Sir Edmund Monson. Hong Kong, August 17. A mob savagely attacked some French sailors at Bankok, the capital of Siam. The police are suspected of abetting the rioters. Ottawa, August 18. The report that M. Andree's balloon was seen by Indians turns out to be incorrect. It Is .feared that the Premier will not support the proposed Atlantic service, as the Liberal press are averse to it. Sofia, August 18. M. Peetoff, Bulgarian Minister for War, and M. Matchevicth, Minister for Foreign Affairs, have resigned owing to Prince Ferdinand's increasing Russopbile tendencies. Paris, August 18. The Czar will probably be asked to lay the foundation-stone of the buildJkgs for the Paris Exposition in 1900. BarssELLs, August 18. The Messrs Renard, of Antwerp, offer to supervise the arrangement of the Australasian exhibits at the Brussels Exhibition, New Yokk, August 18. The United States consul in Apia, Samoa, reports to his Government that the political conditions existing in Samoa are unjust to the United States, and a grave wrong to the natives.
