A RISING REVENUE. A COMPREHENSIVE PUBLIC WORKS POLICY. A BIG LOAN TO BE RAISED. Perth, July 8. The revenue for the year increased £733,000 compared with last year and £547,000 above the Treasurer's estimate. Parliament was opened to-day. The Governor's speech congratulated members oil the buoyancy of the finances and the bright outlook of the colony. The rapid development of the goldfields made an increase in the representation in both Houses imperative. The introduction of a Federal Enabling Bill was promised, but the chief feature of the programme is the enormous extension of public works. It is proposed to borrow £2,500,000 for the purpose of supplying the Coolgardie and Kalgoorlie towns with water. It is intended to construct an immense reservoir in the Darling ranges capable of supplying 500,000,000 gallons daily. The scheme will subsequently be extended to other important centres. The railways are also to be extended to the gold fields. A number of other important works, including the erection of harbor works at Freeman tie, for which money will be borrowed, are also promised.
