AGRICULTURAL RATING BILL
PASSES THE COiBIONS. London-, July 1, The House of Commons sat all Bight dealing with the Agricultural Rating Bill, and it was 8 o'clock in the morning before the final clause was forced through by the Government. There were many stormy and exciting scenes during the night. Sir Michael Hicks-Beach, Chancellor of the Exchequer, said the frivolous amendments of the Opposition was the means of reducing the proceedings of the House to a farce, and that it would be necessary to curtail the privileges of members.
