THE GOVERNOR'S SPEECH. Mr.i.i:<>ri;NK, -Tune 28. Parliament opened to-day. The Governor's speech was colorless. The programme includes bills to provide employment for the locaj forces in federal defence, a State Bank, the development of the export of stock, the prevention of an influx of alien labor, electoral reform, and a more effective system of arbitration in disputes. The Cabinet has decided to recmmend holding a conference of all colonies on the question of representation in the l'rivv Council.
