MR RHODES DECLARED TO BE A DICTATOR.

Cape Town, May 2. In the Volksraan of the Orange Free State a motion was tabled to modify the extradition- powers of the Chartered Company, as it was no longer a civilised government. It was declared that Mr Rhodes desired to be a dictator. The President ruled the motion out of order, and declared that it was necessary to abrogate all the Chartered Company's treaties.
