THE BILL PASSES THE HOUSE OF COMMON'S.

The Bill introduced by Mr Henry Chaplin, president of the Loca-l Government Board, which proposes to relieve farming lands in England by assessing them at half the rateable value, was, on division, read a second time by a majority of 177. The operation of the Bill is limited to five vears.
