FRENCH CABINET AGAIN TAKING THE MATTER UP. Paris, Dec 20. The Cabinet have decided to make another attempt to provide assistance to the Panama Canal scheme. Washington, Dec. 20. A motion is being proposed in Congress to request the President to intimate to the European Powers that America will not allow foreign control in the construction of the Panama Canal.
