London, Nov 15. The wool importers have effected a compromise regarding bids at wool sales. It has been arranged that farthing bids be accepted up to tenpence, and on wool above that value a halfpenny. In the House of Commons last night a discussion was started as to the disposal of the Secret Service money. The Irish momber.s strongly opposed the grant, asserting that a portion of the sum |had been used by the Government to subsidise the Times in their case against Mr Parnell. Mr W. H. Smith, replying to the accusation, gave a most positive denial that any money had been improperly used by the Government, and he outlined in detail the expenditure, without disclosing particular payments made to individuals. The announcement that Russia had concluded negotiations for a new loan has caused surprise, as the Minster of Finance had recently declared that a loan was unnecesaary until next year. An attempt was made to-day to assassinate Prince Ferdinand of Bulgaria, but without success. The Pacific Cable Company had a promising meeting this week. Mr Jasper Pyne. M P for Waterford West, and a prominent Parnellite, was drowned at Hol v head. News has been received at Cairo that Sttakim was bombarded by Arabs.
