BISMARCK ACTING AS MEDIATOR. FRANCE AND ITALY. Bbulin, Sept 1. Prince Bismarck has officially informed Russia that he has advised Signor Crispi to moderate the tone of his communications to the French Foreign Office, in order to avert the possibility of collision with France.
