THE HARBOR BILL.
Wellington, last night. The Gisborne Harbor Bill passed through both Houses yesterday. The following amendment was inserted at the instance of Sir George Whitmore" Provided that the rateable property within the special district shall be liable to ba rated under the said Act, or this Act, in excess of that authorised by the said Act, go far as may be necessary to raise sufficient money to pay such interest and sinking fund with its ahare of the interest and sinking fund on the balance of the said loan, including also the costa and chargel of levying and collecting such ratea. Provided further that the ratepayers of the special die. trict shall be liable to be rated at the aporial ratea provided in this section if the ordinary revenue of the Board is not sufficient to pay the interest on the loan raked under the said Act. All ratea imposed to provide for such defloienoy shall be in the proportion of one hundred and five in the special district to sixty-five in the other portion of the Harbor dktrict. unless such total rate ia insufficient, when the whole of the special rate as herein. before provided shall be imposed on the whole of the special district."
