ARTICLE IN LE TEMPS. DECISION OF FBANCE EXPLAINED Paris, Aug. 28. Tn an article on the Sugar Bounties question l.e Tempe states that the French delegates at the Conference were instructed to agree to the Convention, provided that it came into operation in September, 1891, France having the right to retire at any time on twelve months’ notice of secession being given, otherwise the delegates were to finally decline to agree to the Convention.
