AUSTRIA INCENSED. WHAT EMPEEOB WILLIAM DESIRES. IN THE EVENT OF WAR. Bbblin, July 2. Austria is much incensed at the Emperor William’s contemplated visit to the Czar. Vienna, July 2. Prince Bismarck has stated privately that the Emperor William desires to maintain peace compatible with the honor, dignity, and the interests of the empire, and that the Emperor solicited his support to this end, which he has promised. Prince Bismarck has expressed the opinion that the only cause for European anxiety is the excitability of the French. He believes that an immediate change of Ministry in F rance is not probable. Paris, July 2. Count Paul Vaseli, writing in the Nouvelle Revue, states that Prince Bismarck has assured Signor Crispi, Italian Premier, that in the event of war, in which Germany proved victorious, she would not be desirous of adding to her territory, hut he believed the disappearance of France as a great power would secure peace for many years. The writer also asserts that a treaty has been concluded with King Leopold, by which, in such an event, Belgium will receive French Flanders, Germany obtaining an equivalent in the shape of Dutch ports, but he does not mention what consideration Holland is to obtain.
