COUNTY COUNCIL.
A special meeting of the County Council was held yesterday afternoon. Present: Crs. Clark (Chairman), Stubbs, Coleman, King, Orr,Wethered Tuohey, and Wallace.-, HOSPITAL TRUSTEES. Crs Stubbs and Coleman were ap. pointed Trustees ef the Gisborne HospitdL f PATMgJTTi. Accounts totalling £2OO were passed for payment.
TIMBER roa DEPOTS. Captain Winter asked for authority to get sime Kaiaa timber to repair the depots along the main roads. The request was granted; TENDERS. The following tenders were received for repairing the Waiapu Inland Road. MoCarthey and Pitcher, £110; J. Crockery, £133 10s ; M. McLeod, £79 9s ; Barrington and Bell, £llB. B. Taylor and B. Burke, £ll9 ; A. J. O’Neill, £ll4 10s. Mr McLeod's tender was accepted; and in the event of the contract not being taken up the next lowest tender is to be accepted Cr King would like to see a smaller penalty inserted in the spepiflettidri; and then that all the penalty tie irtflicted. Or Wallace disagreed with Cr King. Except in the case of bad weather all the penalties had been inflicted, Cr Tuohy said he did not think penalties should be enforced in the case of bad weathei*. Mr Coleman said the Council had power to inflict the whole penalty or part of it.
NOTICE OP MOTION. Cr Coleman gave notice “ That tenders be called for forming the Ormond Road from the by-road at section 41, Hapara, No 3 block, to Mr Barker’s homestead. maintenance op boad. Cr Coleman asked for ad eipiiession of opinion as to the principle of maintain; ng roads by contract. It was only right to know on what basis the specifications could be drawn up. Cr King did not think there would be any difficulty in drawing up the specifications. Probably it would not be advisable to let some of the outside roads.
In answer to Cr Stubbs, Cr King said he only meant his principle to apply to metalled roads. Cr Orr said he thought it would be advisable to apply the principle to outside roads. The Engineer said there was only one road—from the Te Arai bridge id the end of the metal road near Price's, Patutahi, and from Makaraka to Rangatira—that could be maintained as suggested by Cr King. Other roads were not in a sufficiently advanced state to let by contract. It there were a bad winter the contractor might have to put a large number of loads od a road, whereas it it were a fine wintef he would have only to put on a few loads. They were going to expend £4OO on the road from the town boundary to the bridge and it would not be right to call for tenders for maintaining that road. It would only be neces. nary to let off the water, and this it was almost impossible to do t as unless a man was there directly after the rain the road was much cut lip. Therefore the contractor might put in for a high price and he would do no good. He thought that in some instances contractors would tender for more than what it cost under the present system. No man could estimate whdt it would cost to maintain the Waimata road. The same with Mangatu and other roads. Cr King said the Council need not accept a tender if they thought it was unreasonable. The Chairman said he would like to give the principle a trial as an experiment. It was ultimately decided to call for tenders for the maintenance of the following roads ;—Makaraka, to Wae-renga-a-hika, Quarry tram road to Kaiteratahi, from Hangitira ford tp the Mangatu hotel, Waikohu road; from Scott's to Willow crossing, from Morrice's gate (Bridge road) to Te Arai bridge, and from junction of Wairoa road to the Main Drain road (Prices), junction of Patutahi township road with Wairoa road to G. L. Sunderland's bridge. Wairoa road from Mclntoahe's to Waiongakuri gorge. BY-LAWS. Crs King, Coleman, and Stubbs were appointed a committee to revise the by-laws.
