AYOUB KHAN. London, November 16. Ayoub Khan states that he yielded because he was angry at Russia not supplying his supporters with arms. FRENCH WAR OFFICE SCANDAL. M. Wilson has been further accused of accepting a bribe for using influence in judicial matters. His prosecution is regarded as inevitable and will probably force President Grevy to resign. General Daublan who was implicated in the French war office scandal has been sentenced to five years imprisonment, CHOLEBA AT MALTA. The recent outbreak of Cholera at Malta has subsided. THE PANAMA CANAL. The agent of the Panama Canal works states that it will require one hundred and twenty million francs to complete the canal, and it will be impossible to open it before 1892, the year in which the concession expires. He is sanguine the opening will ultimately be accomplished. THE BOUNTY SYSTEM, There is a movement on foot in the United States to establish bounties for American built and owned chips; STRAINED RELATIONS, Diplomatic relations between Roumania and Greece have ceased owing to a consular dispute. ANNEXATION. Pieheen Valley and the town of Sibi have been annexed to India. [Sibi is the point at which the proposed Candahar railway will connect with the Indian lines.] r
