LIBYA’S PROSPECT OF INDEPENDENCE IN THREE YEARS

(Rec 9.55) NEW YORK, October 3. Independence for Libya within about three years appears to be assured by the United Nations General Assembly this session. The future of Eritrea and Italian Somaliland, however, is likely to be left undecided until next year.
Latin America, and Arab European votes seem assured for a plan to create an independent Libya within the next three years. The only division of opinion at. the moment appears to be on the method of achieving that objective. The United States, supported by several other countries, would like to see a' transfer of authority in Libya made under the supervision of some kind of a United Nations Advisory Council. Britain and France, as administering authorities in the territories consider that such a measure would mean interference with their jurisdiction. They claim that they are quite capable of leading the people of Cyrenaica, Tripolitania and Fezzan to independence without United Nations supervision.
There is a Soviet proposal to grant Libya immediate independence. This is nvt taken too seriously in diplomatic circles. During a debate in the Assembly’s Political Committee M. Dmitri Manuilsky (Ukraine) supported the Soviet proposal for im mediate Libyan independence. He attacked the record of the Bri/tislT military administration in Libya after the war. He alleged that the economy of the former Italian colonies has retrogressed.
M. Paimyotis Pipinelis (Greece) supported independence for Libya. He said. —“Our relations with modern Italy encourage us to trust that country.”
