LONDON, Nov. 17.

The Press' Association lobbyist says: Doubtlessly the upshot of the House of Commons debate to-morrow on the Labour back-benchers’ amendment criticising Mr Revin’s foreign policy will be a heartening and strengthening demonstration reinforcing the Foreign Minister.

The Prime Minister, Mr Attlee, will probably participate in the debate, which will ensure that Government supporters 1 are massed on the benches, but despite all these preparations for a monster vote of confidence on the handling of foreign affairs, there may still be no vote at the end of the debate.

Mr Zilliacus, one of the signatories of the amendment, speaking at Newcastle, s'aid the so-called rebels would not vote any censure of the Government. Mr Zilliacus, however, did not make it clear whether he meant none of the signatories of the amendment. Would go into the lobby to' vote against the Government, or whether they would consider the amendment not necessarily censure on the Government. Mr Speaker announced in the House of Commons that Parliament would discuss.the Labour members’ amendments on international affairs and conscription on Monday. While there may have been one or two unrecorded withdrawals of signatures to the amendments, there were five additions to-day. Mr Revin has made a personal request to Mr Attlee that a vote be taken after the Foreign Affairs debate in the House of Commons tomorrow. Mr Revin is anxious to know the degree ' of support behind him. He pointed out that the backbenchers’ amendment has received such great publicity in the United States that his position would be greatly weakened unless he could explain by figures the exact strength of weakness' of the revolt.
