BOROUGH OF GREYMOUTH

COUNCIL’S MONTHLY MEETING

The Mayor, Mr. F. A. Kitchingham, presided at the ordinary monthly meeting of the Greymouth Borough Council on Thursday evening, there being also present Crs. P. Blanchfield, F. F. Boustridbe, A. L. McKay, H. Hutchinson and G. R. Harker, and the Borough Engineer, Mr. A. J .hanmaid, and Town Clerk, Mi. F. Denton. ' , i A deputation from the Karoro Bowling Club waited on the Council. Speaking for the deputation Mr. J. M Bunt said that the Karoro Bowling Club had now become a corporated club. Over two years ago the club had taken up the question of leasing ground for a green, andl it was 12 months since the council had granted permission. They anticipated spending about £lOOO on a green and buddings and tbev wanted to have tnt proper title to the land before this money was spent. He asked if the council could convey to the club information as to when they would get: the title. He also wanted to knmt what would happen to the title if the present council went out of office. Also there was the matter■ of.a.dram running across the land which had to bp diverted. The deputation had come to ask if the finalising of these matters could be expedited. It was decided .that the Borough solicitor be instructed to take steps to facilitate this work A letter was received from the District Manpower Officer (Mr. G. G. M. Mitchell) advising that the Contiollei of Manpower had approved of an extension of authority in respect of the employment of 12 registered married men for a further period of 13 weeks from September 24, 1945. The Sanitary Inspector (Mr. L. W. Reid) advised that he had issued a reouisition order regarding repairs to e house property owned b” Mr h>. W. Marshall’in‘l3 Thompson Street, and that as nothing had yet been done in the way of repairs he thought it would not be anv use serving another order as suggested by the council. The Mayor said he had been trying to get some galvanised spouting for his place for' two and he d’dn’t see how Mr. Marshall could get it forthwith. “We want to help the Health Inspector,’’ he said, “but it seems a little difficult.” It was decided that all necessary steps be taken to issue a closing orh»r in respect to this property. The Sanitary Inspector also wrote to say that he had issued a notice of repairs to be done to a house at 62 Herbert Street, owned by/ Mrs. Hanson He understood that the present tenants were leaving shortly and advised that if the house was vacated 'within two months it be demolished. It was decided that if the house were demolished by November 10, no further action would be taken. The District Oil Fuel Controller (Mr. F. Mairs.); wrote- to say that complaints concerning the shortage of milk supplies had been laid before a recent meeting of the Greymouth Milk Zoning Committee. The- committee had adopted the following resolution on the matter: "That the Greymouth Borough Council be recommended’ to request the establishment of a milk district and a milk authority for the Borough and its environs.” It was decided that the Government be asked to establish a milk district comprising the Borough ot Greymouth. A letter was. received from Riversdale Dairy Supplies saying , that they secured a lease with an option or purchase over the West Coast Farmers Co-op. Dairv building in Whall Street. As the Council Town Planning code declared' the area in which the building was situated to be a general commercial area the building could not be used for the purpose for which they had acquired it. They asked the assistance of the Council in the re-establishment of a milk processing business in the building. It was decided on the recommendation of the Town Planning Committee that Messrs Riversdale Dairy Supplies be permitted to use the building formerly occupied by the West Coast- Farmers’ Co-operative Dairy Co., Ltd., in Whall Street, as a whole-sale milk distributing centre provided that smokeless fuel only be used for any heating purpose and provided further, that the granting of this permission does not necessarily approve of proposals, with regard to milk supply, which will require to be submitted when a milk authority has been constituted. Advice was received of the annual conference of the South Island Local Bodies’ Association to be held at Dunedin on October 24, 25. and 26. It was decided that the following remits he forwarded: That the Government be urged that the electrification of the railways should be proceeded with as rapidly as possible; and that the Government be. urged to complete the Haast Pass Road as soon as possible. A letter was received from the Westland Catchment Board saying that the Board did not consider it advisable to strike a rate for the current year and thus could not appoint an'engineer. It had decided to seek the assistance of the Council by asking that a report and estimate be supplied from its engineer on proposed works. Letters were received from Mr. J. A. Jackson, Mrs. Alice Roberts, and a petition from Mrs. Murtagh and five others, objecting to the proposed extension of Brown and Walter’s garage as it would prevent the sun shining on their properties. The .secretary of the BlaketownPreston Road Ratepayers’ Association (Mr. R. Paul) wrote in appreciation of the erection of a slide on the nlayinr( area between Reid and Blake Streets and suggesting that the area ho levelled, ton-dressed and fenced. Also thev complained of the condition of ttio streets in Blaketown. It was decided that the Borough Engineer be authorised to take such steps as are necessary to improve the drainage and so relieve storm water accumulation in Blake Street, narticularlv at the intersection with Flower and Rivo Streets.

The Grev branch of the National Council of Women wrote asking the Council to give its consideration and support the following recommendation:—“That as it ’s most essential that children have adequate, suitable and up-to-date reading material if their characters are to be developed p’ong ibe right lines, the Borough Council be asked to treat this matter as urgent.” The branch also expressed appreciation of the improvement in the children’s library. It was decided to refer the letter back to the branch' asking for more information. The Sanitarv Inspector advised that he had issued to Messrs Stratford and Blair. Ltd., a requisition for repairs to a house property at 22 Arney Street, before it was re-let, as it was Quite unfit for habitation. Th n following recommendations of the Town Planning Committee were adopted: That, the .proposals submitted by Mr Tom Learmont for the subdivision of Lot 2, Section 9. at the corner of Marsden Road and Palmerston Street, be approved. and that the corner be cut or rounded in accordance with the Engineer’s requirements; that Mr M. McGrath be permitted to erect a garage and storage shed at the corner of Alexander and Murray Streets, provided that no part of the shed shall be closer to Murray Street than the line of the front of the verandah of the residence on the adjoining section and at least four feet from the side boundary between

it and that residence., Bernie aLuild ing permit is issued, Mr McGiath shall endorse the plan to the effect that the shed is to be used for garage and storage purposes only; that Mr James Steel be granted permission .or the re-erection of the balcony on the Railway Hotel. Mawhera Quay provided that the balcony shall be closed on the ends only; that Messrs West Coast Amusements be advised that the proposed addition in wood to the Onera House is approved The matter of extra exit doors at the Opeia House was referred to the Engineer to consider in light or the Borough was decided on the motion of Mr Boustridge that the Engineer be instructed to take immediate steps for the elimination of pan* closets m the area south of the Grey River and east of the tidal lagoon. Reference was made by ‘the Mayor to Mr Denton’s son, who had been awarded a Bar to the D.F.C. He had left. Greymouth in December. 1939. and had been through the Battle of Britain and the whole war. Mr Kitchingham moved a vote of congratulation to -Acting-Wing Commander F. H Denton and to his mother and father. This was carried by acclamation.
