NEW YORK, Sept. 20. - A Herald-Tribune’s correspondent, with American forces in Germany reports the Nazi High Command, realising they have lost the war, are al--ready laying plans for a third world war. Proof of a plot to reconstruct, the German army during peace _is contained in a secret document which, has just come into our correspondent’s possession. The document, beat-, ing the imprimatur of the Supreme Command, and earmarked for distn-, button among Nazi-minded officers, bluntly declares: “Every officer nas a duty, to save himself in an emergency for the reconstruction of the Fatherland. Indeed, German officers are too valuable to be sacrificed, especially in a hopeless situation. Therefore, the view that some of the younger officersmust not leave troops when danger arises must be corrected. The German Officer Corps promoted Germany to be a World Power in 1914. It was the same officer corps which recon-, structed the German Army for a second attempt to lead the .world in 1939. However, it had been forseen. that the second attempt could alsofail, and the present turn of the war compels us to be extremely conserve-, five in expending officer material, because to prepare expertly for an inevitable third contest for world leadership, we need our officers. ’ ,
