I.L.O. CONFERENCE
POST-WAR PLANS
Knocked Back in Economics
[Aus. & N.Z. Press Assn.) (Rec. 10.40) NEW YORK, May 1. The “Herald Tribune” says: Two of the most important accomplishments of the 1.L.0. Conference so far have been to demonstrate that post-war plans cannot be be made without the Soviet Union, and that other United Nations will not commit themselves to post-war policies before the end of the war. The importance of Russia’s participation was emphasised by the fact that Mr Nash publicly invited Russia back. The programme of the conference was the most ambitious in the 1.L.0.’s history, because, in addition to topics of international labour and social standards, it included > proposals for control of the international economic situation, such as cartels and oil agreements. On this economic plank, the 1.L.0. has encountered much opposition, particularly from the British and the Canadian Governments, which, with the tacit support of other Governments, told the sessions bluntly that they are not prepared to let any agency assume traditional functions of the Foreign Office, and that they do not know when or how the war will end, and therefore will not give blank cheques to anyone t at this time.
