NEGOTIATIONS AT MOSCOW. (Rec 7.30.) LONDON, April 1. “Allied quarters confirm that M. Paasikivi, Finnish envoy, is now in Moscow discussing terms for a Fin-nish-Soviet armistice,” says the “Daily Telegraph’s” Stockholm correspondent. “He is believed to be accompanied by prominent Finns, including M Hynninen, SecretaryGeneral of the Finnish Foreign Office.”
