ALLIED WAR COUNCIL
Three Generals PREDICTED BY LONDON PAPER
(Rec. 10.20). LONDON, December 18. The “Daily Express’’ military correspondent says: This week-end the world may learn that an Allied War j Council representing 25 nations warring against the Axis, has become an established fact. Great progress is being made towards a grand alliance. There are three men, and probably only three, who can save the worlfl. They are acknowledged as the foremost military strategists. I suggest that the men who will be chosen to shape and execute the future Allied campaign are Marshal Shaposhnikov, General Macarthur, and General Wavell. Languages are among many reasons why they should work in the closest accord. They all speak good French. General Wavell is fluent m Russian. General Macarthur and Marshal Shaposhnikov are fluent in German, which General Wavell understands. General Wavell knows both of the others well. Marshal Shaposhnikov has never been a politician, so that there is no question, of Communism entering into the designs of the Supreme Allied War Council. General Wavell and General Macarthur have no politics which would not be acceptable to the Russians. Marshal Shaposhnikov is M. Stalin’s one-man brains trust. He planned, with M. Stalin, the strategy of the Russian retreat, and the present counter-offensive. When M. Stalin gave him control of the Rus-sian-Finnish war, it was finished m two months. It has never been oificially stated, but I believe it is true, that Marshal Shaposhnikov and Genera! Wavell met in the Caucasus in September to plan the defence of the Oldfields. They frequently met during General Wavell’s visits to ■ Russia during the last thirty years.
