LONDON. Dec. 19. The Spanish Government has decided to continue its attitude as a non-belligerent. BOGOTA (Colombia), Dec. 18. The Foreign Office announced that, the Spanish Government is planning the establishment of a regular steamship line to the South Americas, replacing the service recently suspended between Spain and New York. The new service will facilitate the departure of numerous Italians, Germans and Japanese from certain South American countries.
