BUENOS AIRES, Dec. 18.

President Castillo’s first action under the special power, following the proclamation of a state of siege, was to prohibit to-day’s Democratic mass meeting in honuor of Mr Roosevelt. The sponsoring committee included all the Democratic leaders in Argentina. The United States Ambassador was scheduled to address the meeting and read a personal message from Mr Roosevelt. Informed circles recall that a pro-Nazi group or Army officers recently requested President Castillo to proclaim a state of siege. _____
