CIVIL SERVANTS Check on War Time Retirements [Per Press Association] WELLINGTON, December 12. Superannuation Emergency Regulations, 1940, are published with tonight’s Gazette. These provide that, notwithstanding anything to the contrary in any Act, no person who is a contributor to the Public Service Superannuation Fund, Teachers’ Superannuation Fund, or Government Railways Superannuation Fund shall, during the continuance of the present war, be entitled to retire from service on superannuation without the consent, (1) in the case of a contributor to the Public Service Superannuation Fund; of the appointing authority of the Department or office, in which such person is employed; (2) in the case of a contributor to the Teachers’ Superannuation Fund, of the Minister of n.uucati'on; or (3) in the case of a contributor t 0 the Government Railways Superannuation Fund, of the appointing authority under Section Five of the Government Railways Amendment Act, 1936. The regulations also stipulate that where any person who. but for the provision of these regulations. would be entitled at any time during the continuance of the war to retire from the service on superannuation, is retained in the service, he shall not be obliged to contribute to the superannuation fund in respect of the salary received by him for the period during which he is so retained, and, in any case, the said period shall not be taken into account in computing the amount of retiring allowance. The rights of persons to retiring allowance will’ ; also not be prejudically affected by reason of their retention in a service.

LOANS BOARD APPOINTEE. Mr H. M. Christie has been appointed a member of the Local Government Loans Board for the period ending March 31st., 1941, states tonight’s Gazette. U.S.A. CONSUL-GENERAL Formal notification, of the appointment of Mr Wesley Frost as ConsulGeneral for the United States at Wellington, is Gazetted to-night. TOHEROAS. Maoris in the Auckland provincial district will, in future be able to take eighty toheroas in one day from the beaches, instead of fifty, as heretofore; but not more than fifty of these bivalves may be taken in any other part of the Dominion, according to an amendment to the Sea Fisheries Regulations Gazetted tonight. The use of spades, shovels, or similar instruments ‘having a blade of a width not exceeding four inches will be allowed in the Auckland district, but not in the Wellington district.

ENFORCEMENT OF JUDGMENTS. The Reciprocal Enforcement of Judgments Order, 194 Q, issued with to-night’s Gazette, establishes reciprocity of civil judgments with Tasmania in pursuance of the Reciprocal Enforcement Judgments Act, 1934. FREEZING INDUSTRY CO-OPERATION Designed to foster greater co-op-eration between the managements of a freezing works throughout the Dominion and their employees in tho Freezing Industry the Freezing Industry Emergency Regulations, 1940, have been issued tonight. I£ is also hoped that the regulations will make for smoother running and assist in avoidance of delays. A conference was recently arranged between the employers and workers, in which proposals contained in the regulations were then approved by' the Industrial Emergency Council. The regulations provide for the establishment in each freezing works of a Works Efficiency Council, comprising representatives of the workers and the management. They also provide for the setting up of a National (Council, the function of which is to promote harmony and deal expeditiously with any dispute that may arise. Where an agreement cannot be reached on a matter in dispute, it may be referred to the Arbitration Court for decision

LEGITIMATION BY MARRIAGE. Regulations implementing the Legitimation Act, passed last year, are published with to-night’s Gazette. Under the Act. the law regarding legitimation of children was modernised and put on a better basis. Previously. legitimation was dependent on registration, but under this Act, a child becomes automatically legitimated on the marriage of its parents. To-night's regulations have made provision for registration so as to place the facts of legitimation on record. TERRITORIALS AND SOCIAL SECURITY. The amendment affecting territorials has been made to the Social Security Contribution Regulations. 1939. The new regulations enable the Minister of Finance to declare that provisions which exempt members' of special forces from liability to pay the quarterly registration fee of 5s shall not apply to specified classes of persons included in those forces. It is understood that the regulations will have no relation to Ihe permanent forces or members of the overseas forces, but will relate only to territorial units called up for temporary training. Members of these 1 territorial forces will remain liable to pay the quarterly fee in the same manner as ordinary civilians.
