HUGE OUTLAY. BY THE ALLIES. (Received March 15, 7.10 p.m.) WASHINGTON, March 15. It is authoritatively stated that the Allied Purchasing Mission in the United States intends spending over one hundred million dollars in the United States for munitions, and for the expanding of muntion plants. In addition it is intended to obtain a loan of 1,427 thousand dollars to spend on munitions. The Atlas Powder Company is being enabled to undertake the construction of a T.N.T. plant. The French are negotiating for the construction of a twenty-five million dollars powder factory in the United States. American officials welcome the expansion of the munition orders and plants, because the United States’ munitions-producing capacity bas declined since the war began.
