RUGBY, November 28. ’ Newspapers anticipate that the; intention t 0 compile a national register on a voluntary basis will be announced, and a comprehensive scheme outlined for offering guidance to the public. All ranks of regular troops in the British Army are undergoing innoculation with a new serum, tetanus toxoid, which it is believed will give lifelong immunity from infection : by the, tetanus or lockjaw germ. ’• It is hoped to complete the ihnoculatidn, so far as the Army is concerned, by the end of the yeah ; . DEFENCE EXPENDITURE. CANBERRA, November 29. Mr Lyons stated that a special Bill will probably ’be Introduced before Parliament adjourns, to appropriate, additional funds for defence purposes:
