The United States Senate has. passed, by 63 votes to 6, Senator Pittman’s resolution for United States neutrality in foreign wars, as cabled on March 1. It rejected several amendments, including one by Senator Borah to make the "cash and carry" provisions discretionary, instead of mandatory. Senator Johnson led opposition to the resolution. He insisted the measure would establish a "scuttle and run" policy, which would be worthless to keep America out of war. The resolution will now go before the House of Representatives.
