Control of Portugal’s Ports BY ANGLO-FRENCH NAVIES. LONDON, October 14. The Russian representatives, M. Maisky and M. Kagan called at tho Fore'gn Office, and requested the prompt convening of the Non-Intervention Committee, to consider the new Russian Note, to prevent a. violation of the agreement. (Aus. & N.Z. Cable Assn.) (Received October 15. 5.5 p.m.) LONDON, October 14. The adoption of immediate control of the Portuguese ports by a British fleet, a French fleet, or Anglo-French fleets, in order to prevent any foreign arnmmants being sent 'to Spain, is urged by the Soviet in a Note it has sent, to the Non-Intervention Committee. The Note sitates; "The principal supply of arms for the rebels proceeds through Portuguese ports. In order to end this supply;, the least, and most urgent measure should be an immediate establishment of control over the ports of Portugal. Without such a step, the Non-Intervclnt’jO.n Agreement not only fails in its purpose, but serves as camouflage for the rebels against the lawful Spanish Government.”
