FALLING BIRTHRATE
EMPIRE ASPECT. LONDON, August 9. Mr. Rankin. Member of the House of Commons for Kurkdale, Liverpool, in a letter to “The Times” declares rate is producing a crisis. He contends that the Empire’s diminishing birththat the Dominions, in order to convince a critical outside world that they are genuinely filling up their empty spaces, would be prudent if they doubled their population about every thirty-five years.
