DEMAND FOR LOAN INFUSED BY ROOSEVELT. WASHINGTON, Sep 4 ember 6. A refusal by Pre idem Roosevelt to grant Russia a long- term 'oan and also cominrK-ial < rod it, in America, for more 'than two hundred million dollars caused the collapse to-day of debt and trade negotiations between the two Governments. The President told the State Depaprtment that it would not be desirab'e. to giant a lot g term loan to any foreign coun'try, becau e icf Europe’s tremendous unpaid debt to the United States. The President continued that the Russians’ insislteiii-e on a loan as the tlie price for their promise to pay hundred-- of millions in debts and claims by the United States had made futile :iny immediate continuance of ‘he negotiations.
