Canada and Germany LARGEST BORROWERS. (Received April 17 at. 7.1,5 p.m.) WASHINGTON, April 16. The Department- of Commerce has announced the flotation of foreign securities in the United States in 1928 aggregated 1487 million dollars, being the greatest in any year with the exception of 1927, when 1592 million wore floated. The great bulk of 1923 financing, however, was done during he first six months of the year, flota tions for tb° x period being two and a half times those of the second half of the year. This slump was due to the disturbed credit situation. Ger many with 292 millions, and Canada, with 237 millions, wore the larges* borrowers in 1928. American foreign investments be ween 1924 and 1928 totalled 130,000 million dollars.
