Shepherd (Secre tary fqr Defence) reported that the charges were not proved. The Minister of Defence accordingly lifted Shepherd’s susjjtejnsion. The Board expressed the opinion that Captain Larkin appeared to be readily prone to suspicion, and seemed to look for ulterior motives when decisions were against his company. The complaints lodged by Caprain “Larkin are unwarranted.
