WAR DANGER
IN EUROPE. Mr MacDonald’s Statement. (Australian & N.Z. Cable Assn). (Received December 11 at 8.25 p.m.) PARIS, December 11. Mr Ramsay MacDonald’s address to the Committee National d’ Etudes dealing with Labour’s domestic and international policy, emphasised that Labour did not in any way desire to interfere with public affairs, and specially so in view of the present delicate negotiations at Lugano. Incidentally he said that the Labour Party would not believe that the peace of the world could be kept by a balance of power or by bilateral treaties, or alliances. Tn an interview, Mr MacDonald described the Kellogg Pact as a castle in the air, under which, nevertheless, firm foundations could be built by means of arbitration and conciliation, and of other judicial means of settling disputes. He added: “The United States will have to come to our help. The present position of the nation* cannot continue, or there will be another war. The Kellogg Pact cannot be the United States’ last word in world politics.” He expressed the opinion that the Rhineland would be evacuated as the result of the Lugano deliberations, or of a subsequent conference.
